A.        REPORT FROM SUPERVISOR BELMONT ON DECISIONS MADE FOLLOWING
            TOWN BOARD MEETING HELD ON NOVEMBER 14, 2012.

  1. Authorization to pay a civil penalty to the Westchester County Department of Health.
  2. Approval to settle the claim in the matter of Canales v Town of Harrison.
  3. Approval to settle the claim in the matter of DiBiasi v Town of Harrison.

B.        CORRESPONDENCE AND REPORTS:

1a.       Monthly report by the Commissioner of Public Works for October 2012.
1b.       Monthly report by the New Rochelle Humane Society for October 2012.
1c.       Monthly report by the Chief of Police for October 2012.

C.        PUBLIC HEARING:

            1.         PUBLIC HEARING – Special Exception Use Permit to construct a coin
            operated wash and fold Laundromat at 222 Harrison Avenue. (Back up was distributed at the
            November 4, 2012 Meeting)

            2.         PUBLIC HEARING – 2013 Town Preliminary Budget.

            3.         PUBLIC HEARING – Continuation of the Town of Harrison Master Plan.

D.        PERSONNEL:

  1. Request by Superintendent of Recreation Gerry Salvo for approval for the addition to the   Recreation Part time Availability List.
  2. Request by Town Engineer Michael Amodeo for approval for himself and Frank Balbi to attend a continuing education seminar titled “Recognizing Unstable Slopes-Basics of Soil Mechanics” on December 20, 2012 in White Plains, at a cost of $259 per person. Further, funding is available in the Engineering Operating Budget Account No. 001-1440-100-0406.

E.         ACTIONS AND RESOLUTIONS:

1.          Request by Court Clerk Jacqueline Ricciardi for approval to accept the Independent Auditor’s Report for year ending December 31, 2011 performed by O’Connor, Davies, Munns & Dobbins, LLP.

2a.       Request by Comptroller Maureen MacKenzie for approval for Budget Modifications.

2b.       Request by the Comptroller for approval for Budget Transfers.

 2c.       Request by the Comptroller for authorization to accept the following donations for the Holiday Project totaling: $2,800:

3.         Request by Purchasing Clerk Opal Mclean for approval for a Bid Award to Tri-Tech Forensics, 4019 Executive Park Blvd., South Port, NC for Universal Forensic Extraction Device for the Harrison Police Department for the bid price of $12,241. The bid was reviewed and agreed upon by PO Kevin Kraus and Lt. Edward Lucas. Further, funding in the amount of $11,593 is available by a Grant from Division of Criminal Justice Services and $648 is available in Capital Budget 12PO28. Further, to authorize the Law Department to prepare the contract, and the Supervisor to execute. Further, to authorize the Comptroller, upon receipt of claims to audit and upon audit the Supervisor to pay same.

4.         Request by Deputy Village Attorney Christopher Cipolla for authorization for the Supervisor/Mayor to execute the transfer documents needed to effectuate the filing of 16 Pleasant Ridge Road Deed (property sold by the Town to Stanley Tannenbaum in January 1951) with the Westchester County Clerk’s office.

5.         Request by Director of Community Services Nina Marraccini for approval to accept the following donations for the Harrison Food Pantry:

Lucille Oppenheim                                          $500.
Nancy & Spencer Hart                                   $1,000.

6.         Request by Town Engineer Michael Amodeo for authorization, following review and acceptance by the Law Department, for the Supervisor to execute the attached inter-municipal agreement between the Town of Harrison and the Village of Sleepy Hollow, for the purpose of locating and mapping with GPS coordinates stormwater catch basins and manholes. The financial obligation of the Town comes in the form of in-kind services. Further, this project, made possible by a grant from New York State Department of Conservation, will assist the Town in meeting NYSDEC Stormwater Reporting Requirements.

7.        Request by Deputy Town Attorney Fred Castiglia for approval for the Inter-Municipal Agreement between the County of Westchester and the Town of Harrison for access to telecommunications services provided by Cablevision Lightpath, Inc., for a five (5) year term commencing on January 1, 2011. Further to authorize the Supervisor to execute same.

ITEM:

8.        Request by Deputy Town Attorney Fred Castiglia for approval for the Inter-Municipal Agreement between the Town of Harrison and Westchester County for Police Instructors. The term of this Agreement shall be for five (5) years commencing on March 21, 2012 and expiring on March 20, 2017. Further to authorize the Supervisor to execute same.
