RE: UPDATES REGARDING THE HARRISON LIBRARY

 

A.        REPORT FROM SUPERVISOR BELMONT ON DECISIONS MADE FOLLOWING TOWN BOARD MEETING HELD ON AUGUST 1, 2013.
            1.         Authorization to raise the cap on legal fees in the matter of Castaldi vs Town of Harrison.
            2.         Settlement of claim in the matter of Valencia vs Angerano and the Town of Harrison.
            3.         Settlement of claim in the matter of Cannino vs Town of Harrison.
            4.         Authorization for the Chief of Police to receive a stipend for his dual role as Chief of Police and Police Captain.

 

B.        CORRESPONDENCE AND REPORTS:
            1a.       Monthly report by the Town Clerk for July 2013.
            1b.       Monthly report by the Acting Fire Marshal for July 2013.
            1c.       Monthly report by the Receiver of Taxes for July 2013.
            1d.       Monthly report by the Building Inspector for July 2013.
            1e.       Monthly report by the New Rochelle Humane Society for July 2013.
             1f.        Monthly report by the Superintendent of Recreation for July 2013.
            1g.       Monthly report by the Commissioner of Public Works for July 2013.
            1h.       Monthly report by the Chief of Police for July 2013.

C.        PUBLIC HEARING:
            None

D.        PERSONNEL:
            1.         Request by Chief of Police Anthony Marraccini for approval for P.O. Vincent Lanzillotti and P.O. Frank Morabito to attend a two day TASER Instructor Course and approval for P.O. Michele’ Dragone to attend a one day TASER Instructor Re-certification Course at Westchester County Police Academy, Valhalla, NY, Thursday, September 12th and Friday, September 13, 2013 at a total cost of $875.

           2.         Withdrawn

           3.         Request by Personnel Manager Debra Scocchera to amend TBR #2013-052 and 2013-093 to read “to approve the appointment of Leith Bernstein, Marco DeMelo effective January 17, 2013 and Charles Pascale effective March 7, 2013 at $16 per hour, to the position of part time Civilian Dispatcher." 

 E.         ACTIONS AND RESOLUTIONS:
            1.         Request by Personnel Manager Debra Scocchera for approval for the Service Agreement for Harbridge Consulting Group for the plan year 2014. The fee due for this service is $3,200. The hiring of an actuarial firm to attest that our plans prescription drug benefits are equivalent to Medicare Part D is an annual requirement of the Federal Government. Further, funding is available in budget line 001-1900-100-4407.

           2.        Request by Town Engineer Michael Amodeo for authorization for the Supervisor to execute a Drainage Easement between the Town of Harrison and Frank and Kristen Acocella of 58 Danner Avenue, Harrison. Further, the Law Department has reviewed the agreement and finds it acceptable for execution.

          3.         Request by Daniel Laub, Attorney with the firm of Cuddy & Feder on behalf of their client Lincoln Lane, Purchase for authorization to establish a new drainage district and preparation of a plan to address the concerns of the residents.  Further, upon Board approval, request to set a date to hold a Public Hearing.

         4.         Request by Coordinator of Computer Services Michael Piccini for approval to auction fifteen (15) vehicles online using the online auction company, Auctions International, at no cost to the town.

        5.         Request by Eric Opdyke, Race Director for Jarden Westchester Triathlon for approval to use Harrison’s roadways on Sunday, September 29, 2013.  Police Officers are required at 25 posts during the bike portion of the triathlon.

       6.         Request by Superintendent of Recreation Gerry Salvo for authorization for the Supervisor to sign the Westchester County Health Department Certificate of Authorization for the “It’s Great to Live in Harrison” Celebration Fiesta.

       7.         Request by Village Attorney Jonathan Kraut for the Board to pass a Resolution authorizing the acceptance for the Informal Dedication of Oak Ridge Manor and Oak Valley Subdivision.

     8.         Request by Assessor Mark Heinbockel for authorization for the Comptroller to issue a refund check in the amount of $987 to Mr. & Mrs. Crispo for Refund and Credit of Real Property Taxes for the STAR Exemption for the year 2012 (RP-556), which was signed and approved by David Jackson, Executive Director of the Westchester County Tax Commission.

     9.         Request by Assessor Mark Heinbockel for authorization for the Comptroller to issue a check which covers six applicants at a total amount of $5,985.03 for Refund and Credit of Real Property Taxes for the STAR Exemption for the tax year 2012 (RP-556), which was signed and approved by David Jackson, Executive Director of the Westchester County Tax Commission.
