TOWN BOARD AGENDA
MEETING OF THE TOWN BOARD OF THE TOWN OF HARRISON,
TO BE HELD AT THE MUNICIPAL BUILDING,
1 HEINEMAN PLACE, HARRISON, NY., IN WESTCHESTER COUNTY,
ON, WEDNESDAY, NOVEMBER 20, 2013 AT 7:30 PM,

PRESENTATION BY RUTH SINGER
RE: THIS YEAR’S HOLIDAY PROJECT

 

A.      REPORT FROM SUPERVISOR BELMONT ON DECISIONS MADE AFTER THE TOWN BOARD RECONVENED AFTER EXECUTIVE SESSION HELD ON NOVEMBER 7, 2013.
         1.         Authorization to compensate the Chief of Police for time served during the Breast Cancer Walk. The expense is being borne by the Breast Cancer Association, subject to the receipt of funding from the same.
         2.         Settlement of claim in the matter of Spagnuolo vs Town of Harrison.
         3.         Authorization to raise the cap on legal fees in the matter of Gache vs. Town of Harrison.
         4.         Authorization to raise the cap on legal fees in the matter of Banker’s Standard Insurance a.s.o. Prophy vs Town of Harrison.
         5.         Authorization to retain Sive, Pagit & Rizel, PC for outside litigation matters in 2013 and 2014.
         6.         Appointment of Diana Smoyver on a probational basis to the position of Office Assistant, Automated Systems, in the Law Department, Grade 7, Step 1, effective November 20, 2013 at an annual salary of $43,087.

 B.        CORRESPONDENCE AND REPORTS:
         1a.       Monthly report by the Superintendent of Recreation for October 2013.
         1b.       Monthly report by the Building Inspector for October 2013.
         1c.       Monthly report by the Town Clerk for October 2013.
         1d.       Monthly report by the Acting Fire Marshal for October 2013.
         1e.       Monthly report by the Chief of Police for October 2013.

C.        PUBLIC HEARING:
           1.         PUBLIC HEARING – RE: Approval for an Amended Special Exception Use Permit for School of the Holy Child for construction activities on its campus. (Back up was distributed at the Nov. 7th Meeting)

D.        PERSONNEL:
           1.         Letter of retirement from Recreation Supervisor-Senior Citizens Rocco Troiano effective February 14, 2014.

           2.           Request by Personnel Manager Debra Scocchera for approval to hire Frank Scarfone as a Part-time Recreation Attendant effective November 1, 2013, at the hourly rate of $8.50.

           3.         Request by the Personnel Manager for approval to hire Amanda Cox to Part-time availability in Central Services effective immediately, at the hourly rate of $12.

E.        ACTIONS AND RESOLUTIONS:
           1.         Request to set the date of December 5, 2013 for a Public Hearing RE: The 2014 Preliminary Budget.
Presentation by Comptroller Maureen MacKenzie RE: The 2014 Tentative Budget.

 2.         Request by Director of Community Services Nina Marraccini for authorization to accept the following donations for the Harrison Food Pantry:
                        $2,000             from an anonymous donor
                        $1,500             from the Joseph Acocella, Jr., Memorial Fund
                        $100                from Nancy Masi
                        $100                from the Harrison Avenue School Sunshine Club


 3.         Request by Stu Rudnick, board member of the Westchester National Alliance on Mental Illness (NAMI) for approval to install white ribbons on Town trees and light posts, during the month of May 2014, in an effort to bring attention to mental health awareness. Their 5K walk will be held at Rye Town Park on Saturday, May 17, 2014.

          4.           Request by Comptroller Maureen MacKenzie for a    budget transfer for the Library.

5.          Request by Keith Betensky, attorney with the firm of McCullough, Goldberger & Staudt on
behalf of their client 3000 Center Management to set a date for a public hearing for a Special Exception Use Permit for a Child Day Care Center at Harrison Executive Park.


6.         Request by Chief of Police Anthony Marraccini for authorization for the My Community Alert Service Agreement effective January 1, 2014, between LLK Global Advisory Services, LLC and the Town of Harrison, at a cost of $1,250 per month. This notification platform will send our registered users valuable information needed during emergency situations and other critical and/or important events occurring around us.

LATE
ITEM: 7.        Notification by Village Attorney Jonathan Kraut that in order to implement TBR #2013-274, dated August 29, 2013 authorizing the dedications of Oak Ridge Manor and Oak Valley Subdivision Streets also authorized by VBR#2013-074, it is necessary to cancel the taxes on said streets now that they are dedicated to the Town and Village of Harrison.  Said cancellation may be made by resolutions that the Town and Village Board enact.
