10.Notification by the Association of Towns of the State of New York that the 2014 Training School and Annual meeting will be held at the Hilton New York Midtown, February 16-19, 2014 for the following:

 

Town Board Members, Building Officials, Planning & Zoning Officials, Town Justices Generally, Town Justices (Advanced, Accredited)*, Tax Collecting Officers, Fiscal Officers, Public Works & Highway, Town Clerks, Town Court Clerks, and Town Attorneys

 

11.Notification by Supervisor Belmont  that the next Town/Village Board Meeting will  be held on Monday, February 10th at 7:30 PM.

 

 B.  PUBLIC HEARING

None

 C.  PERSONNEL

 

1.Request by Personnel Manager for approval to increase the hourly rate of pay of part time employee Gail Frohlich from $11.00 to $15.00 effective immediately

 

2.Request by Personnel Manager for approval to increase the hourly rate of pay of part time employee Donna Murani-Buckley from $11.00 to $15.00 effective immediately

 

3.Request by Personnel Manager for approval to hire Allison LePino to the part time availability list in central services at the hourly rate of $12.00 effective immediately

 

4.Request by Comptroller Maureen MacKenzie for authorization to attend the NYCOM (New York Conference of Mayors) Winter Legislative Meeting in Albany February 9th - 10th 2014 at a cost not to exceed $600. Further, funding is available in the budget line 001-1315-100-0406.

 

5.Request by Library director Galina Chernykh for approval to hire Roberto Uribe as a part time Technical Support Specialist at the Harrison Public Library. The work week will be 10 hours with an hourly rate of $23.60.

 

6.Request by Library Director Galina Chernykh for approval to hire Marie Luciano-Carpinteri as a part time availability page at the Harrison Public Library with a work week that will not exceed 17.5 hours with an hourly rate of $9.00.

 

7.Request by the Harrison Public Library Board of Trustees for confirmation for the re-appointment of Joseph Toplyn to a second term as Trustee of the Harrison Public Library. This five year term will commence on January 1, 2014 and end on December 31, 2018

 

8.Request by Personnel Manager Debra Scocchera for approval for the addition to the Recreation part time availability list for 2014.

 

9.Letter of resignation from Police Officer Donald Silvestri, effective January 9th 2014.

 

10.Letter of retirement from Police Canine Arby, partner of Sergeant Edward Detlefs, effective January 2nd 2014. Upon retirement of Police Canine Arby, Sergeant Detlefs will no longer receive the stipend as outlined in the PBA contract.

 

11.Request by Chief of Police Anthony Marraccini that Hugo Rubio continues his contract as an IT Consultant at the budgeted salary of $60,000 at the Harrison Police Department in the MIS Department, effective immediately.

 

 D.  ACTIONS AND RESOLUTIONS

 

1.Request by Director of Community Services for authorization to accept the following donations for the Harrison Food Pantry:

2.Request by Comptroller Maureen MacKenzie for a budget transfer.

4.Request by Deputy Town Attorney Fred Castiglia for approval for payment in the amount of $330.00 for the ASCAP License Agreement for Musical Performances for 2014. Further requested to authorize the Supervisor to sign the Agreement.

 

5.Request by Deputy Town Attorney Fred Castiglia for approval to extend the New York State Snow and Ice Agreement for the snow season 2014/2015. The annual revenue shall be $35,706.80 (please note that this agreement is identical as the 2013/2014 agreement which was approved by the Town Board Resolution No. 2012-346 dated October 4th 2012). Further requested to have the Supervisor sign the Agreement and the Commissioner of Public Works sign the maps.

 

6.Request by Assessor Mark Heinbockel for approval to renew contract for mapping services for 2014 at a cost not exceed $2,500. This is a budgeted item. New York State Law requires mapping services be kept current. The Law Department has reviewed the Contract and deems it acceptable.

 

7.Request by Comptroller Maureen MacKenzie for approval for the Town/Village to register with Western States Contracting Alliance,a subsidiary of The National Association of State Procurement Officials and all subsidiaries of NASPO within the United States. This is a cooperative purchasing organization for competitive bidding. There is no cost to register or use the companies. Once approved, a procedure, which would include approval by the law department as to whether the procurement falls within the exception, would be instituted to insure compliance.

 

8.Request for approval for a PILOT agreement with Life Time Fitness and the Town of Harrison. This PILOT agreement is subject to a final review by the Town Assessor and Town Attorney’s office.

 

9.Request by Chief of Police Anthony Marraccini to accept a donation in the amount of $25,000 from the Tananbaum Foundation, to be allocated toward any future purchase of a Police Canine, Defibrillators, or as per the Chief’s discretion.

 

10.Request by Supervisor Belmont for the Town Board to adopt the Westchester County Fire Mutual Aid Plan for the Harrison Fire Department.

 

11.Request by Chief of Police for approval of the Maintenance Agreement between the Harrison Police Department and Business Electronics Inc. This Maintenance Agreement is for the Verint Audiolog Recorder installed at police headquarters, and covers any maintenance or repairs needed from January 1, 2014 to December 31, 2014. The cost for this service will be $2,075 and is a budgeted item. The Funds are available in the budget line 001-3120-100-0476. This Agreement has been reviewed and approved by the Law Department.

 

12.Request by Town Engineer Michael Amodeo for authorization for the Supervisor to sign a Letter of Intent for the Town of Harrison to participate in the Westchester County Multi-Jurisdictional Hazard Mitigation Plan. An approved Hazard Mitigation Plan is required for the Town to apply for mitigation funding from FEMA. This plan will take effect when the current Mitigation Plan expires in October 2015.

 

13.Request by Supervisor Belmont to amend the Budget under Community Service. The title Intermediate Clerk should be Intermediate Account Clerk, (Grade IV, Step I), with an annual salary of $34,924.The tilte should be effective January 1, 2014.

 

14.Request by Supervisor Belmont to amend the Budget under Court Clerk. The title Office Assistant Automated should be removed and Assistant Court Clerk should be added. The salary must be changed in accordance with the CSEA salary grid. The correct salary is $52,113, (IX, step I), reflected in the new hire salary grid. The title should be effective January 1, 2014

 

15.Request by Supervisor Belmont for authorization to adopt a modification resolution as to the medical benefits conferred elected and appointed non-union personnel.

16.Request by Village Attorney Jonathan Kraut for the Town/Village Board to approve the Century Country Club Stormwater Control Facility Easement and Maintenance Agreement. Further requested to authorize the Supervisor to sign the Agreement.
