1. Public Hearing RE: Enacting a local law in relation to the Hotel Room Occupancy Tax.

ACTIONS AND RESOLUTION
1. Request by Treasurer, Maureen MacKenzie for the following 2016 budget modification:

BAN issued for Certiorari’s paid in 2016.
2. Request by Commissioner of Public Works, Anthony Robinson, for authorization for Change Order #2 to the contract with Specialty Construction Systems, Inc., for additional work associated with the masonry renovations at the Mintzer Center at a cost not to exceed $58,200. The total cost for the Change order is $78,000. The Contract included an allowance of $19,800. The Change Order #2 will provide all labor, materials, and equipment necessary to reconstruct the existing Egress Stairs at the northeast corner of the building. The stairway provides for emergency egress from the gymnasium level of the Mintzer Building. Further request the Purchasing Department to increase Purchase Order #361687 by $58,200 from $578, 830 to $637,030. Further request the Law Department to increase the upset limit of the contact with Specialty Construction Systems to $637, 030. Funding for this change order is available in the 2016 DPW Building Capital Account – 16BG06.
3. Request by Chief of Police, Michael Olsey, for authorization to establish 15 minute parking on Bruce Avenue from Sunnyside Place north to the end. This area is currently a 2 hour zone between 9am – 6pm and is within the boundaries of the residential parking system.
4. Request by Commissioner of Public Works, Anthony Robinson, for authorization for amendment #1 to the contract with Grigg and Davis Engineers, PC, for additional engineering services associated with the masonry renovations at the Leo Mintzer Center, specifically the restoration of the egress stairs, at a cost not to exceed $10,860. Further request the Law Department to increase the upset limit of the contract by $10,860 from $50,000 to $60,860. Further request the Purchasing Department to increase PO# by $10,860. Funding for this amendment is available in the 2016 Department of Public Works Capital Budget – Account #16GB06.
5. Request by Chief of Police, Michael Olsey, for authorization to establish or change the parking regulations on the listed public highways from their current status to a 4 hour parking time limit between 8:00am-6:00pm, Monday through Friday excluding holidays:
-Temple Street from Ellsworth Avenue (eastbound to the Temple Street dead end)
-Bradford Street from Ellsworth Avenue (eastbound to and including Bradford Place)
-Congress Street from Ellsworth Avenue (eastbound to Congress Street Park)
-Park Place from Nelson Avenue (eastbound to Congress Street Park)
-Batavia Place from Webster Avenue (northbound to Congress Street)
