A.  REPORT FROM SUPERVISOR BELMONT ON DECISIONS MADE FOLLOWING TOWN BOARD MEETING HELD ON JANUARY 8, 2015

 

1.Appointment of Best, Best & Krieger as outside counsel for the Town of Harrison in an amount not to exceed $25,000.00.

2.Appointment of Bond, Schoeneck & King, PLLC as outside counsel for the Town of Harrison.

3.Appointment of Friedman, Harfenist, Kraut & Peristein, LLP as outside counsel for the Town of Harrison.

4.Appointment of Ira Levy Esq. as outside counsel for Tax Certiorari matters in an amount not to exceed $60,000.00.

5.Appointment of Jeffery A. Binder as outside counsel for the Town of Harrison.

6.Appointment of Vincent Aceste Esq. as outside counsel for the Town of Harrison.

7.Appointment of the Law Offices of Vincent Toomey as outside counsel in an amount not to exceed $100,000.00.

8.Appointment of Joseph A. Maria PC as outside counsel for the Town of Harrison.

9.Authorization to settle the claim in the matter of City of New York and the Town/Village of Harrison.

10.Authorization to pay stipend of $1,000.00 to Veterans Affairs Officer to cover out of pocket expenses.

B.  CORRESPONDENCE AND REPORTS

1.Monthly report by the Receiver of Taxes for December 2014.

2.Monthly report by the Acting Fire Marshal for December 2014.

3.Monthly report by the Superintendent of Recreation for December 2014.

4.Monthly report by the Chief of Police for December 2014.

C.  PUBLIC HEARING

1.Continuation of Public Hearing Re: Enacting Chapter 193, entitled “Residential Parking System in the Town of Harrison”.

D.  PERSONNEL

  1. Request by Personnel Manager Debra Scocchera for authorization to add the following employees to the Part Time Availability List for Central Services:

E.  ACTIONS AND RESOLUTION

     

1.Request by Town Attorney Frank Allegretti for approval of payment in the amount of $335.00 for the ASCAP License Agreement for Musical Performances in 2015. Further requested to authorize the Supervisor to sign the Agreement.

 

2.Request by Tony Hill of Penflex, Inc. for approval of the revised Fire District #1, West Harrison Fire Department, Service Award Program that includes the Point System, Plan Document and Trust Document. Further request that upon approval the Board of Fire Commissioners sign the Agreements.

 

3.Request by Superintendent of Recreation Gerry Salvo for authorization to operate two wading pools, two swimming pools and one plunge pool located in West Harrison Park and Bernie Guagnini Brentwood Park. The Westchester County Department of Health permit fee is $1,935.00.

 

4.Notification by the Association of Towns of the State of New York that the 2015 Training School and Annual Meeting will be held at the Hilton New York Midtown, February 15-18, 2015 for the following:

 

-Town Board Members, Building Officials, Planning and Zoning Officials, Town Justices Generally, Town Justices (Advanced, Accredited)* , Tax Collecting Officers, Fiscal Officers, Public Works & Highway, Town Clerks, Town Court Clerks, and Town Attorneys.

 

5.Request by the Purchasing Department for a bid award to Murray’s Ice Cream for the Concession Stand at Bernie Guagnini Brentwood Park. Further request that the Town Attorney’s office prepare the contract and the Supervisor execute the same.

 

6.Request by Chief of Police Anthony Marraccini for authorization for the purchase of a Police Canine to be trained as a police service/narcotic detector dog. The training will be conducted by Gold Shield Canine Training LTD in Blacklick, Ohio. The cost of the Police Service dog is $15,500.00 and the cost for the training, including travel expenses, should not exceed $7,500.00.  The total cost of $23,000.00 is available in Police Donation Account #009-0000-786.

 

7.Request by the Law Department for Town Board approval of the Escrow Agreement between Highland Properties LLC, and the Town of Harrison in connection with the Meadows Subdivision. The Law Department has reviewed the Agreement and deemed it to be in order and recommends the Supervisor to execute same.

8.Request made on behalf of Rocco DiLuna to remove an old deed restriction on real property owned by him at 85-87 Gainsborg Avenue (Block 847 Lot 12(12 and 13)).

9.Request by Chief of Police Anthony Marraccini for authorization for all sworn officers to attend First Aid/CPR/AED/Blood Borne Pathogens training being held at the Veteran’s Memorial Building on Halstead Avenue during the month of February. The cost of this training will be $2,400.00 total which covers $400.00 per session. This is s budgeted item.
