A. REPORT FROM SUPERVISOR DIONISIO ON DECISIONS MADE FOLLOWING TOWN BOARD MEETING HELD ON APRIL 7, 2022

1. Authorization to raise the cap on Legal Fees and miscellaneous expenses to $25,000.00 in the matter of Kiefer v. Town of Harrison.

2. Authorization the Supervisor/Mayor to execute a Pilot Agreement with Morgan Stanley as discussed in executive session.

3. Authorization to Promote Nensi Memcaj to the position of Office Assistant Automated.

4. Authorization to hire Joseph Ferraro to the Position as Road Maintainer.

1. Monthly Report by the Receiver of Taxes for the month of March, 2022.

2. Monthly Report by the Department of Public Works for the month of March, 2022.

3. Monthly Report by the Town Clerk office for the month of March, 2022.

C. PUBLIC HEARING

1. Continuation of the Public Hearing regarding the purpose of determining the amount and extent of the real property to be acquired by the Town of Harrison by condemnation on real property known as block 131, lot 52 and more commonly known as 226 Fremont Street, Harrison, NY 10528. The condemnation is necessary for the installation of a parking lot and related improvements of the subject property.

2. Request by Personnel Manager, Debra Scocchera, to approve the (part-time), Seasonal hiring of Arthur (A.J.) Triolo, in the Recreation Department, effective April 25th, 2022 with an hourly rate of pay of $11.50.

3. Request by Personnel Manager, Debra Scocchera, to accept the Retirement of General Forman GTB/Parks, Anthony Marinaccio. His retirement will be effective July 1, 2022. The Town of Harrison wish Anthony a happy and healthy Retirement.

E. ACTIONS AND RESOLUTION

1. Request by Building Department, Rocco Germani, for Special Events permit at REACH Academy building, property of the St. Anthony of Padua Church in West Harrison. The Building resides at 45- East Gainsborg Avenue, West Harrison, NY. This Event will be held by non-profit organization, Stand with GNC, Inc. and will take place Saturday May 7, 2022 from 10am-4pm.

Request by, Chief of West Harrison Fire, Michael Pellegrino, to have permission for ex Chief Frank Forgione to attend the Lancaster County Fire Expo in Harrisburg, PA from Friday May 20 to Sunday May 22, 2022, with travel, lodging and meals coverage of $1,200 to be taken out of account 406 (Travel & Conference). Receipts will be provided upon return.

7. Request by, Chief of West Harrison Fire, Michael Pellegrino, for FF Mike Pellegrino, FF Jerry Barbagallo and FF Steve Vanderhoef, to attend NYS Association of Fire Chiefs training regarding Hoarder Fires. This training will take place at the Syracuse Regional Fire Training center in Syracuse, NY on Thursday June 16, 2022. Cost not to exceed $245.00 per FF at a cost no to exceed $745.00 and funding is available in the training account #010-3410-100-0415.

8. Request by Director of Community Services, Nina Marraccini, to accept the following donations made to the Harrison Food Pantry:

  • $4,000.00 from Anonymous Donor
  • $500.00 from JCC of Harrison – Stuart Gordon Tzedakah Fund
  • $1,000.00 from AND-R-Sheer Inc.

9. Request by Chief of West Harrison Fire Department, Michael Pellegrino, for the approval for Chief, Michael Pellegrino and 7 members of the Department to attend the New York State Annual Chief’s conference being held Syracuse, NY on June 15th -18th, 2022. This conference consists of training events and seminars on the most up to date trends and technologies in the fire service. The cost of the conference will not exceed $9,000.00 and funding is available in account #101-3410-100.04-06.

10. Request by Town Attorney, Frank P. Allegretti, to pay the 2022 ASCAP License Agreement fee in the amount of $390.00. The Agreement automatically renews in June of each year.

11. Request by Chief of Police, John Vasta, for two department members attend the Street Cop Training – Social Media & Open Source Investigation; a one day seminar. This training will be held on June 14th 2022 from 0900 to 1600 hours at Sam’s Restaurant – 52 Gedney Way, White Plains, New York. The cost of this training course should not exceed $450.00. This is a budgeted item and funds are available in the Schooling Budget Line #001-3120-100-0415.

12. Request by Chief of Police, John Vasta, for a department member attend the Street Cop Training – Dark Web Cyber Crimes Investigation; a one day seminar. This training will be held on June 15th, 2022 from 0900 to 1600 hours at Sam’s Restaurant – 52 Gedney Way, White Plains, New York. The cost of this training course should not exceed $225.00. This is a budgeted item and funds are available in the Schooling Budget Line #001-3120-100-0415.  

13. Request by, Albert J. Pirro, Jr., on behalf of client Halstead Group Inc. 47-49, Halstead Avenue, to set a Public Hearing for a Zone Text Amendment.

14. Request by National Alliance on Mental Illness of Westchester (NAMI), for authorization to place banner in the Town of Harrison during the month of May, in an effort to bring attention to mental health awareness.

15. Request by Supervisor Dionisio, on the recommendation of Town Planner, Patrick Cleary, for authorization to classify the Food Scrap site on Oakland Avenue as a Type II site.
