A. REPORT FROM SUPERVISOR DIONISIO ON DECISIONS MADE FOLLOWING TOWN BOARD MEETING HELD ON NOVEMBER 3, 2022

1. Authorization to raise cap on legal fees in the matter of Lepino v. Town of Harrison to $100,000.

2. Authorization to accept the settlement offer of $326,077 over the course of 3 years in settlement of total delinquency for the property located at 126 and 136 Gainsborg Avenue.

1. Monthly report by the Receiver of Tax for the month of October, 2022.

2. Monthly report by the Town Clerk Office for the months of September and October, 2022.

3. Monthly report by the Department of Public Works for the month of October, 2022.

5. Monthly report by the Bureau of Fire Prevention for the month of October, 2022.

C. PUBLIC HEARING

1. Continuation of Public Hearing regarding proposed Local Law, adding chapter 206 entitled, “Solar Energy” of the Town Code of the Town of Harrison.

E. ACTIONS AND RESOLUTION

1. Request by, Westchester Country Club, for permission to hold a Fireworks display for a private wedding on December 3, 2022 on the grounds of Westchester Country Club.

2. Request by, Building Inspector, Rocco Germani, for the reimbursement to Suzanne Fuller for the enrollment in a course at Southern New Hampshire University, totaling $1,881.00.

3. Request by, Cuddy and Feder, LLP., to schedule a Public Hearing for Morgan Stanley Campus – Brightcore Community Solar Project, 2000 Westchester Avenue, on December 1, 2022.

5. Request by, Coordinator of Computer Services, Michael Piccini, to auction the following lockers from Harrison Meadows Country Club online using the online auction company, Auctions International, at no cost to the town:

  • 2 lockers 7 feet tall and 18 inches wide
  • 20 lockers 5 inches wide and 39 inches tall

6. Request by, Supervisor Dionisio, to appropriate Town Fund balance and move to the New Recreation Community Center Capital Reserve Account. These monies are a direct result of additional revenues received by the town in 2022 from Building Department Fees, Sales Tax, Mortgage Tax, Interest Earnings, Planning Board Parking and Dwelling Fees and Refund of a Prior Year Expense.

7. Request by, Superintendent of Recreation, Gerry Salvo, to accept the donation received from the Japanese Community of Harrison to be used for the Celebration Fund in the amount of $900.00.

9. Request by, Harrison Resident, Nichole Reiff, on behalf of The Biltmore Neighborhood Association, to close roads for a Turkey Trot 5K race for the 125 families in the neighborhood on November 26, 2022. The race start and finish would be at the corner of Seville Avenue and Bellevue Avenue. The event will be from 9:00 AM to 10:00 AM. Further request for the following road closures from 8:30 AM to 10:30 AM intersections of North Street and Park Drive South, Polly Park Road and Belmont Avenue and Purchase Street/Highland Road and Belmore Avenue. Insurance must be submitted and the Police Department needs to approve route.

10. Request by, Chief of Police, John T. Vasta, for one department member attend the Reid Technique of Investigative Interviewing and Advanced Interrogation Techiques Workshop. This training will be held on November 29, 2022 through December 2, 2022 at the Westchester County Police Academy, in Valhalla, New York. The cost of this training course should not exceed $600.00. This is a budgeted item and funds are available in the Schooling Budget Line #001-3120-100-0415.

11. Request by, Chief of Police, John T. Vasta, to authorize the purchase of the 2015 Chevy Tahoe Suburban from the West Harrison Fire Department in the amount of $8,000. Funding for this vehicle is available in Traffic Budget Line #001-3310-100-0407.
