A. REPORT FROM SUPERVISOR DIONISIO ON DECISIONS MADE FOLLOWING THE TOWN BOARD MEETING HELD ON JULY 1, 2025

1. Authorization to enter into a Memorandum of Agreement with the Harison Professional Fire Fighters Association, Local 2245, with a term covering January 1, 2023, through December 31, 2027.

2. Authorization to enter into a Memorandum of Agreement with the Civil Service Employees Association, Inc., Local 860, Crossing Guards Unit, with a term covering January 1, 2024, through December 31, 2026.

3. Authorization to enter into a Memorandum of Agreement with the Civil Service Employees Association, Inc., Supervisory Unit, with a term covering January 1, 2023, through December 31, 2026.

4. Authorization to raise the cap on legal fees paid to Katten, Muchin, Rosenman, LLP to $210,000.00, in connection with violations of the Safe Drinking Water Act.

5. Authorization to raise the cap on legal fees paid to the Law Office of Vincent Toomey to $90,000.00.

6. Authorization to raise the cap on legal fees paid to Ira Levy, Esq. to $30,000.00.

7. Authorization to raise the cap on legal fees paid to Vincent J. Aceste, Esq. to $35,000.00, in connection with DiCostanzo v. Town/Village of Harrison et al.

16. Authorization to enter into a Stipulation of Agreement with the International Brotherhood of Teamsters, Local 456 and the Civil Service Employees Association, in connection with the “Lead Maintenance Mechanic – Sanitation” title Improper Practice Charge.

17. Authorization to approve the Memorandum of Understanding with Guardian Revival, a not-for-profit organization which will offer additional wellness programs and services to the Harrison Police Department, free of charge.

C. PERSONNEL

1. Request by Supervisor Dionisio to appoint Erin Appleton as an interim Town Clerk, effective August 25, 2025, to serve the remainder of Jacqueline Greer’s unexpired term ending December 31, 2025.  Ms. Appleton’s salary will be the pro rata share of the budgeted annualized Town Clerk salary of $118,913.00.

2. Request by Personnel Manager, Debra Scocchera, to approve the following list of School Crossing Guards, effective, August 20, 2025:

D. ACTIONS AND RESOLUTIONS

1. Request by the Building Inspector, Rocco Germani, for approval of a Special Events Permit for the American Cancer Society, for the Annual Making Strides Against Breast Cancer Walk on October 19, 2025, at Manhattanville College, between 9:00 AM to 12:00 PM, subject to a pre-event conference with the Harrison Police Department. Further request to waive the Special Events Fee and to have Harrison Police and Harrison EMS onsite.

2. Request by the Building Inspector, Rocco Germani, for authorization for the Comptroller to transfer $10,000 from Salaries line 3620-102, to Special Services line 3620-407, to fund digitizing plans. The scanning of plans will be performed by Metasource at a competitive rate of $2.25 a sheet.

3. Request by the Town Attorney, Andrea C. Rendo, to accept the proposed renewal addendum for ESIS, Inc., who currently provides third-party risk management services for the Town/Village of Harrison, as required by our excess insurance carriers. Further request for the Supervisor to execute the Renewal Addendum.

4. Request by Old Oaks Country Club General Manager, Iwona Sterk, to hold a fireworks display on club grounds on September 6, 2025, subject to submission of appropriate insurance certificates. The fireworks display will begin at 9:00 PM and will last approximately 20-25 minutes.

5. Request by the Court Clerk, Jackie Ricciardi, to authorize a budget transfer in the amount of $90,000.00, from Salaries line 102, to the Special Services line 407, to cover essential Court expenditures through the remainder of the year. 

6. Request by Harrison resident, Viola Santelia-Miculey, to hold a block party on October 4, 2025, from 11:00 AM to 6:00 PM, with a possible rain date of October 5, 2025, subject to submission of appropriate insurance certificates.  A portion of Harwich Lane, between Duxbury Road and Old Lyme Road, will be closed for the event.

7. Request by the Coordinator of Computer Services, Michael Piccini, to auction the following vehicles and equipment using the online auction company, Auctions International, at no cost to the town:

All vehicles and equipment being auctioned will be listed on the auctioneer’s website at http://www.auctionsinternational.com and a link will be placed on the town’s website http://www.harrison-ny.gov

8. Request by the Acting Fire Marshal, Rocco Germani, to add new fees in Bureau of Fire Prevention:

The proposed fees will cover the cost of conducting required inspections, alarm testing, and other life-safety device monitoring, at the request of the property owner and/or tenant.

9. Request by the Acting Fire Marshal, Rocco Germani, to authorize the transfer of $1,000 from Salaries line 3420-102, to Materials and Supplies line 3420-410, to cover the cost of supplies to be distributed to children at the “It’s Great to Live in Harrison” weekend.

10. Notification by the Superintendent of Recreation, Gerry Salvo, of the “It’s Great to Live in Harrison” and Columbus Day Observation festivities:

11. Notification by the Superintendent of Recreation, Gerry Salvo, that the Citizen of the Year Committee is now accepting nominations for the 2025 Citizen of the Year Award, to be presented at the “It’s Great to Live in Harrison” and Columbus Day celebrations scheduled for Monday, October 13, 2025. Nominations can be submitted to the Citizen of the Year Committee, c/o Gerry Salvo, One Heineman Place, Harrison, NY 10528. Nominations must be received by September 15, 2025.

12. Request by the Superintendent of Recreation, Gerry Salvo, to pay the 2025 ASCAP License Agreement fee in the amount of $450.50.

13. Request by the Village Attorney, Jonathan D. Kraut, to approve the proposed Stormwater Control Facility Easement and Maintenance Agreement between School of the Holy Child and the Town/Village of Harrison. Further request to authorize the Supervisor/Mayor to execute the Agreement and related transfer documents, subject to final review and approval by the Law Department. 

14. Request by the Village Attorney, Jonathan D. Kraut, for authorization to release the Performance Bond for 3 WPD Apartments, LLC (3 Westchester Park Drive) in the amount of $2,200,000.00.

15. Request by the Chief of Fire District #2, William Nardozzi, to transfer $300,000.00 from fund balance, to cover unanticipated overtime costs associated with maintaining minimum staffing requirements through the end of 2025. 

16. Request by the Comptroller, Maureen MacKenzie, to perform the following budget modification to cover the cost of unbudgeted overtime.

17. Request by the Comptroller, Maureen MacKenzie, to transfer monies received from FEMA for damages incurred to Westerleigh Road from a storm in September of 2023. The monies will be segregated within the capital account:

Request by the Comptroller, Maureen MacKenzie, to authorize the following budget transfer to cover the cost of consulting services of Vito Gonnella.                                                                                                                                                      

19. Request by the Director of Community Services, Catherine Tammaro, to accept the following donations to the Harrison Food Pantry:

  • $2,000.00 from an Anonymous Donor (July 2025)
  • $35.00 from Stop & Shop Blooming for Good Program

20. Request by the Town Engineer, Michael J. Amodeo, to accept the professional services proposal of Woodard & Curran for the development of a sanitary sewer model and capacity assessment for the downtown area, at a cost not to exceed $165,000, with funding available in budget line #018-8120-100-0407.  Further request for the Purchasing Department to issue a Purchase Order payable to Woodard & Curran in the amount of $165,000.

21. Request by the Comptroller, Maureen MacKenzie, to perform the following budget transfer to fund the Woodard & Curran proposal for the downtown sanitary sewer model and capacity assessment.

22. Request by the Chief of Police, John T. Vasta, to dispose of a 2005 Honda vehicle (VIN: JHMCN364X5C011019), which is no longer operable and has exceeded its useful service life.

23. Request by the Chief of Police, John T. Vasta, to authorize two (2) Sergeants to attend a 3-day Wildlife Chemical Immobilization Course hosted by the Pittsburgh Zoo’s International Conservational Center from October 14, 2025, through October 16, 2025, at the International Conservation Center in Fairhope, PA. The total cost for this training should not exceed $3,500, and funds are available in the School Resource Officer Program Line 001-3120-100-0491.

24. Request by the Chief of Police, John T. Vasta, for authorization to register three (3) Department members to attend the State of New York Police Juvenile Officers Association and School Resource Officer Conference from August 25, 2025 through August 29, 2025 at the Niagara Falls Convention Center in Niagara Falls, New York.  The total cost for this training should not exceed $6,000 and funds are available in the School Resource Officer Program Line 001-3120-100-0491.

25. Request by the Chief of Police, John T. Vasta, for authorization to register two (2) department members to attend the New York State Canine Association’s Annual Police Work Dog Seminar from September 15, 2025 through September 19, 2025, at the Town of Poughkeepsie Police K9 Training Facility. The total cost of this training conference should not exceed $1,000, and funds are available in the Schooling Budget Line 001-3120-100-0415.

26. Request by the Chief of Police, John T. Vasta, to authorize two (2) department members to attend the Police K9 Seminar on October 18, 2025 and October 19, 2025, at the Paladin Center in Carmel Hamlet, New York, at no cost to the Town.

27. Request by the Chief of Police, John T. Vasta, for approval of the proposed Amendment to the STOP-DWI High Visibility Enforcement Reimbursement Agreement. This agreement supports the implementation of special enforcement initiatives, including high-visibility road checks, saturation patrols, and Drug Recognition Expert (DRE) call-outs. The proposed Amendment has been reviewed and approved by the Law Department. Further request for the Supervisor to execute the Amendment.

28. Request by the Chief of Police, John T. Vasta, to renew the Intermunicipal Agreement (IMA) between Westchester County and the Harrison Police Department for participation in the Mutual Aid & Rapid Response Plan for the 2025-2030 term. The proposed Agreement has been reviewed and approved by the Law Department. Further request for the Supervisor to execute the Agreement.

29. Request by the Comptroller, Maureen MacKenzie, to perform the following budget modification to cover the cost of purchasing Highway equipment.

Request by the Purchasing Department to approve Purchase Order Number 451973, issued to Henderson Products, Inc., for the purchase of two (2) 30 cubic yard Roll-Off Containers for the Highway Department at a total cost of $11,197.56, with funding available in Highway Account 003-5130-100-02-50.

31. Request by the Town Attorney, Andrea C. Rendo, to schedule a Public Hearing on September 4, 2025, concerning the proposed Local Law repealing Local Laws No. 7 and 8 of 2023, which created the General Commercial-Residential Floodplain (GC-RF) District. 

32. Request by the Comptroller, Maureen MacKenzie, to authorize the temporary transfer of $350,000 from Town Fund Balance to the Harrison Meadows Country Club Enterprise Fund.  The funds are needed for cash flow at the Club until they begin collecting revenue from 2026 passholder fees.  The funds will be transferred back to the Town by December 15, 2025.
