A. REPORT FROM SUPERVISOR DIONISIO ON DECISIONS MADE FOLLOWING THE SPECIAL TOWN BOARD MEETING HELD ON DECEMBER 1, 2025

1. Authorization to readopt Town Board Resolution No. 2025--462, authorizing the appointment of Vincenzo Aprea to the Planning Board, effective November 21, 2025, replacing the holdover member Marshall Donat, whose term has expired.

2. Authorization to readopt Town Board Resolution No. 2025--463, authorizing the appointment of Patricia A. O’Callaghan to the Planning Board, effective November 21, 2025, replacing the holdover member Kimberly Burkan, whose term has expired.

3. Authorization to readopt Town Board Resolution No. 2025--464, authorizing the appointment of Kim Ryan to the Zoning Board of Appeals, effective November 21, 2025, replacing the holdover member Stephen Lowenthal, whose term has expired.

4. Authorization to readopt Town Board Resolution No. 2025--465, authorizing the appointment of Anthony Guglielmo to the Planning Board of Appeals, effective November 21, 2025, replacing the holdover member Chip Marrano, whose term has expired.

5. Authorization to readopt Town Board Resolution No. 2025--466, which authorizes raising the cap on legal fees paid to Levy, Esq. to $50,000.00.

6. Authorization to readopt Town Board Resolution No. 2025--467, which authorizes raising the cap on legal fees paid Sive, Paget & Riesel, P.C. to $30,000.00, in connection with the DPW PFAS investigation.

7. Authorization to readopt Town Board Resolution No. 2025--468, which authorizes the provisional appointment of Richard DiBuono to the position of Parking Enforcement Officer, at an annual salary of $52,924.00, effective November 24, 2025.

8. Authorization to readopt Town Board Resolution No. 2025--469, which authorizes the probational appointment of Laura Short to the position of Senior Office Assistant – Automated Systems, at an annual salary of $67,542, effective November 24, 2025.

9. Authorization to readopt Town Board Resolution No. 2025--470, which authorizes the transfer of Roseann Porto, Office Assistant - Automated, from the Building Department to the Bureau of Fire Prevention, effective November 24, 2025.

10. Authorization to readopt Town Board Resolution No. 2025--471, which accepts the retirement of Recreation Department employee Dorothy Klein, effective December 8, 2025.

11. Authorization to readopt Town Board Resolution No. 2025--472, authorizing that the documents, artifacts, and/or other items being held at the History Center hereby be moved to the Mintzer Center for safe keeping.

12. Authorization that the Town/Village of Harrison shall provide for the defense and indemnification of Andrea C. Rendo and Rocco Germani, in accordance with § 18 of New York State Public Officers Law, Town Board Resolution No. 202-388, and Village Board Resolution No. V-2020-094, as discussed in Executive Session.

13. Authorization to appoint Andrew Spatz to the Zoning Board of Appeals, effective December 1, 2025, replacing the holdover member and current Chairman Paul Katz, whose term has expired.

14. Authorization to accept the retirement of Robert Siragusa from the Department of Public Works Parks Division, effective November 10, 2025, in accordance with the approval of the New York State Local Retirement System.

15. Authorization to approve the probational appointment of Edward J. Ladin to the position of Fire Inspector, at an annual salary of $125,000.00, effective December 2, 2025.

16. Authorization to appoint Thomas Foristel as the Interim Chairman of the Zoning Board of Appeals, effective December 1, 2025, replacing the current chairman, Paul Katz.

B. CORRESPONDENCE AND REPORTS

1. Monthly report from Community Services and Veterans Affairs for the month of November, 2025.

2. Monthly report from the Town Clerks Office for the month of November, 2025.

3. Monthly report from the Department of Public Works for the month of November, 2025.

4. Monthly report from the Harrison Police Department for the months of October and November, 2025.

D. ACTIONS AND RESOLUTIONS

1. Request by Library Director, Galina Chernykh, to hold the Taste of Harrison community event, sponsored by the Harrison Public Library Foundation, on May 17, 2026, from 12 PM to 3 PM. The Taste of Harrison will feature dozens of participating restaurants offering food samples, bringing together residents and visitors to celebrate our vibrant local dining scene. Further request of the temporary closure of Halsted Avenue for the duration of the event, subject to approval of and coordination with the Police Department.

2. Request by Superintendent of Recreation, Gerry Salvo, to accept a donation from the Harrison Players in the amount of $500.00 to be deposited into the Senior account #094-000-015-2001.

3. Request by Superintendent of Recreation, Gerry Salvo, to accept a donation for the Summer Concert Series in the amount of $25,000.00 from an anonymous.

4. Request by Director of Community Services, Catherine Tammaro, to accept the following donations for the Harrison Food Pantry:

5. Request by Library Director, Galina Chernykh, to appoint Mr. Colin Welch as a full-time Librarian I on a probationary basis, effective December 15, 2025. This position will not exceed 35 hours per week. The hiring will be for Salary Grade VIII, step 2, with an annual salary of $64,695.

6. Request by Comptroller, Maureen MacKenzie, for approval of the Service Fee Agreement with BPAS for Actuarial Services.

7. Request by Comptroller, Maureen MacKenzie, to accept the Donations for the Holiday Project 2025:                

8. Request by Chief of Police John Vasta to accept a donation in the amount of $650.00 from Harrison Festival Japanese Committee to be deposited in the Police Donation Account line #009-0000-786-0000 and should be utilized for spending at the discretion of the Chief of Police. This donation was raised during the “Great to Live in Harrison Day” event, and by the Japanese families and businesses in Harrison. 

9. Request by Chief of Police John Vasta to accept a donation in the amount of $4,000.00 from the Old Oaks Foundation on behalf of the members of Old Oaks Country Club to be deposited in the Police Donation Account line #009-0000-786-0000 and should be utilized for spending at the discretion of the Chief of Police. Each year they select the most essential local services and offer a donation to acknowledge their special work. This year, the Harrison Police Department was once again selected for their dedicated commitment to this community.

10. Request by Town Engineer Michael Amodeo to authorize the Supervisor/Mayor to execute the grant agreement for the Brentwood Brook Flood Restoration Project, provided by NYSEFC. The project will utilize GIGP funds to restore a floodplain bench, a segment of stream, and a wetland.
