PRESENTATION BY LEO WIEGMAN AND MIKE GORDON OF SUSTAINABLE WESTCHESTER COMMUNITY CHOICE AGGREGATION.  COMMUNITY CHOICE AGGREGATION PROGRAM IS WHERE GROUPS OF MUNICIPALITIES NEGOTIATE TO BUY ELECTRICITY IN BULK.

 

  1. REPORT FROM SUPERVISOR BELMONT ON DECISIONS MADE FOLLOWING TOWN BOARD MEETING HELD ON MARCH 3, 2016

 

1.   Authorization to settle the Tax Certiorari in the matter of 297-301 Halstead Avenue, Harrison, NY 10528.

2.   Appointment of Nensi Memcaj, on a probationary basis, to the position of Intermediate Clerk at the Harrison Police Department, Grade III, Step 1, at an annual salary of $33,956.00

3.   Authorization to promote Patricia Kruse on a probationary basis, to Office Assistant Automated Systems at the Harrison Police Department with the Job Title Group VII – Step 1 at an annual salary of $45,725.00, effective March 7, 2016.

4.   Authorization to Settle the Claim in the matter of Lucien v Town of Harrison in an additional amount of $143.31, subject to Claimant signing a General Release.

5.   Acceptance of the letter of resignation from Joseph Grillo from his position on the Architectural Review Board.

6.   Appointment of Daniel Dawkins to the Architectural Review Board.

  1. PERSONNEL

 

1.   Request by Library Director Galina Chernykh, to provisionally appoint Mariella Diaz-Male to the position of full time Library Assistant, Spanish Speaking at an annual pay of $45,724.00.

 

  1. ACTIONS AND RESOLUTION

 

1.   Request by Town Engineer Michael Amodeo for authorization to enter into a professional services contract with Langan Engineering for work associated with Phase II of the Ma Riis Park Improvements at a cost not to exceed $24,750.00.  Phase II proposed improvements include new pathways, gazebo, playground and library connectivity.  Further request the Purchasing Department to issue a Purchase Order payable to Langan Engineering at an amount not to exceed $24,750.00.  Funding for this contract is available in the Subdivision Recreation Fund.

 

2.   Request by Town Engineer Michael Amodeo for authorization to extend the contract with Millennium Strategies for 12 months at a cost not to exceed $36,000.00.  Further request the Purchasing Department increase the upset limit of Purchase Order #350805 by $36,000.00.  Funding for this contract is available in the Engineering Department Operating Budget, Special Services Line – 001-1440-100-0407.

 

3.   Request by Comptroller Maureen MacKenzie for authorization to enter into a new Master Price Agreement with the National Association of State Procurement Officials (NASPO) in order to purchase through NASPO cooperative contracts.

 

4.   Request by Town Assessor Mark Heinbockel to add Polly Schiavone, Bob Shannon, and Anthony Bommarito to the Board of Assessment Review.

 

5.   Request by the Purchasing Department for approval of the Award of Bid Recommendation for the Concession Stand at the Ron Belmont Pool Complex to Westchester Food Service, 519 Revere Road, Larchmont, New York 10538.  Further request the Law Department to prepare the contract, which the Supervisor is authorized to execute.

 

6.   Request by the Purchasing Department for authorization to advertise and receive sealed bids for the purchase of Miscellaneous Sportswear and Duffle Bags for the Recreation Department.

 

7.   Request by the Purchasing Department for authorization to advertise and receive bids for Bus Services for the Recreation Department.

 

8.   Request by the Superintendent of Recreation Gerry Salvo, for authorization to accept the donation received from the Concert Fundraiser in the amount of $1,499.00.  Gerry Salvo would like to thank Dave Franze for his continued efforts to make the Summer Concert Series the best it can be.

10. Request by Deputy Village Attorney Christopher Cipolla for authorization of a Sewer Easement in connection with 348 Woodlands Road, Harrison, New York 10528.  Further request the Supervisor to sign the Easement Agreement.
