A. REPORT FROM SUPERVISOR DIONISIO ON DECISIONS MADE FOLLOWING THE TOWN BOARD MEETING HELD ON MARCH 6, 2025

1. Authorization to settle a supplemental claim in the matter of Philipp Fassbender v. Town/Village of Harrison, in the amount of $5,586.21, subject to the Claimant executing a General Release.

2. Authorization to settle the matter of Michael Yu v. Town/Village of Harrison, in the amount of $108.34, subject to the Claimant executing a General Release.

3. Authorization to settle the matter of Paul Selino v. Town/Village of Harrison, in the amount of $3,600.00, subject to the Claimant executing a General Release.

4. Authorization to raise the cap on legal fees paid to the Law Office of Vincent Toomey to $20,000.00.

5. Authorization to pay an outstanding Sterling Appraisal, Inc. invoice, in the amount of $38,800.00, in connection with the Willow Ridge Country Club Condemnation.

6. Authorization to enter into a Stipulation of Settlement in connection with a Fire Department disciplinary matter, as discussed in Executive Session.

7. Authorization to temporarily hire Diana Minishi as a Part-Time Intermediate Clerk in Central Services, effective March 10, 2025, through March 17, 2025, at a rate of $25.00 per hour.

8. Authorization for the Comptroller to perform a budget modification, in connection with a professional engineering services proposal prepared by Woodard & Curran.

9. Authorization to approve a proposal by Woodard & Curran, in the amount of $150,000.00, for professional engineering services required in connection with a New York State Department of Environmental Conservation Investigation at the Nike Base.

C. PERSONNEL

1. Request by Personnel Manager, Debra Scocchera, to approve the following list of Recreation Attendants and Lifeguards for the 2025 Camp Season #2:

D. ACTIONS AND RESOLUTIONS

1. Request by the Coordinator of Computer Services, Michael Piccini, to auction the following vehicles online using the online auction company, Auctions International, at no cost to the town:

All equipment being auctioned will be listed on the auctioneer’s website at auctionsinternational.com and a link will be placed on the town’s website at harrison-ny.gov.

2. Request by the Library Director, Galina Chernykh, to accept the following staff conference attendance:

April 4th – Youth Services Section Conference (Mt. Kisco, NY) – Rebecca Fitzgerald, Claudia Pastore, Emily Seidner and Bonnie Tjomstol

June 6th – WLA Annual Conference (Valhalla, NY) Giovanna Fiorino-Iannace

June 8th through 11th – Fundraising Conference: Trends & Best Practices (San Diego, CA) – Galina Chernykh

June 26th through 30th – ALA Conference (Philadelphia, PA) Galina Chernykh, Giovanna Fiorino-Iannace and Jovy O’Grady

July 30th – Gen Con (Indianapolis, IN) Kenji Kaneshiro

Funds are budgeted and available in the Library’s operating budget. All receipts will be submitted to the Comptroller’s Office upon return.

3. Request by the Director of Community Services, Catherine Tammaro, to accept the following donation for the Harrison Food Pantry:

4. Request by the Chief of Police, John T. Vasta, for approval of a senior at Blind Brook High School, Addison Gabriel, to intern at the Harrison Police Department pursuant to the Spring Student Internship Program. This program gives students valuable work experience, on-the-job training, and gives them an opportunity to develop a professional networking base for future positions in government service or law enforcement. This internship take place between May 5, 2025 and May 30, 2025.

5. Request by the Purchasing Department, to award a bid to County Coach Corporation, to provide Recreation Department transportation services.

6. Request by Village Attorney, Jonathan D. Kraut:

A) To refer the Proposed Local Law amending Chapter 235, entitled “Zoning” by Amending Section 17(X)(4), Entitled “SB-0 Multifamily Residential” to the Town Planning Board and the Westchester County Planning Board for review and recommendations;

B) For the Town Board to declare its intention to serve as Lead Agency and authorize the Law Department to circulate its Notice of Intent; and

C) To schedule a Public Hearing on the proposed Local Law for the April 24, 2025 Town Board Meeting. 

7. Request by the Comptroller, Maureen MacKenzie, to transfer available funds from Fire District #2 Budget Line 011-3411-100-0102, Personnel Salaries, to 011-3411-100-0407 Special Services, to cover the cost of the contract with Kelbray Fire Service Consultants, Inc. for 2025.

8. Request by attorney Steven Wrabel, on behalf of his client, 2500-2700 Westchester Avenue Owner SPE LLC, for a ninety (90) day extension of the Final Special Exception Use Permit approval, previously granted by the Town Board on January 8, 2025.

9. Request by the Town Attorney, Andrea C. Rendo, to refer the proposed “Moratorium on Multifamily Dwellings” Local Law to Town Planning Board and the Westchester County Planning Board for review and recommendations.

10. Request by the Town Engineer, Michael J. Amodeo, to accept a building permit application for 119-121 White Street, Block 0365, Lot 5.3, located within FEMA designated flood plains, pursuant to Town Code Section 235-32-B. (“All plans for buildings built in flood areas as defined above shall be transmitted to the Town Engineer for a recommendation as to the minimum floor level of the building and the final grading of the property.  Such recommendation must be confirmed by a resolution of the Town Board prior to the issuance of a building permit conforming to the recommendations.”)

Further request that the Town Board approve the recommendations of the Town Engineer for development for 119-121 White Street, Block 0365, Lot 5.3, and forward to the Building Department.

12. Request by, Manhattanville University, Pauline Madina Fournier, to hold a fireworks display at the University on April 26, 2025 at 9:00 PM with a rain date of April 27, 2025 for the Spring Festival. Insurance will be submitted. This request requires Police Department and Fire Marshall approval.

13. Request by Town Engineer, Michael Amodeo, for authorization for the Town/Village Board to serve as Lead Agency for SEQRA review of the proposed Brentwood Brook Floodplain Restoration Project (ID#2065). The Project encompasses three primary locations on Harrison Central School District Property: the existing pond situated south of Union Avenue, commonly referred to as the "Duck Pond"; The Tee Ball field located at the southwest corner of the Louis M. Klein Middle School property, off Crystal Street; and the grass area located between Nelson Avenue and Dinsmore Place, within the southeast corner of the Louis M. Klein Middle School property. Further request authorization to circulate the resolution to serve as Lead Agency along with a copy of the Short Environmental Assessment Form Part 1 to all required communities and agencies that are necessary to provide written notice to in accordance to New York State Town Law.
