A. REPORT FROM SUPERVISOR DIONISIO ON DECISIONS MADE FOLLOWING THE TOWN BOARD MEETING HELD ON AUGUST 21, 2025

1. Authorization to accept the resignation of code enforcement consultant, Richard DiBuono, effective September 6, 2025.

2. Authorization to execute a Revocable License Agreement with 2700 Westchester Avenue Owner SPE, LLC.

3. Authorization of the retirement of Department of Public Works employee Paul C. Giambrone, effective August 1, 2025

4. Authorization of the retirement of Department of Public Works employee Vito Forgione, effective August 15, 2025.

5. Authorization of the conditional appointment of Daniel Cochrane to the position of Fire Fighter, at an annual salary of $42,692.00, subject to successful completion of the required Civil Service drug and physical screenings.

6. Authorization of the retention of Joseph Latwin as a Hearing Officer, as discussed in Executive Session, in an amount not to exceed $5,000.00.

1. Monthly report for the Harrison Police Department for the month of July, 2025.

D. ACTIONS AND RESOLUTIONS

1. Request by M.S.G Events LLC, to hold the 5th Annual Italian Heritage Festival in West Harrison on October 19, 2025 from 11:30 AM to 7:00 PM with a rain date of October 26, 2025. Further request for the street closure from Taylor Square to Sam’s Gas Station on Lake Street and the parking lot across from West Harrison Fire House to be utilized for vendors. Further request for the rental of the Town’s large stage and to use the parking lot at the park. Further request for any associated fees be waived for the festival. Insurance will be submitted.

2. Request by Mark Mustacato, AIA for RMG Associates, on behalf of Anthony Sullivan, to schedule a Public Hearing on September 30, 2025, for a special permit for a multi-family in the NB zone district.

3. Request by Comptroller, Maureen MacKenzie, to appropriate Fire District #2 Fund Balance and transfer to budget line 11-3411-100-0250, Fire District #2 Fixed Assets, to cover the cost of the purchase of a rescue boat for the district:

4. Request by Chief of Fire District #2, John Masciola, Jr., to purchase a rescue boat from Mid-Atlantic Rescue Systems at a cost of $16,822.15. Funding is available in account 011-3411-100-2450. Further request for the Purchasing Department to issue a purchase order.

5. Request by Legion Fireworks Co., Inc., to hold a fireworks display for a private wedding on September 6, 2025 at Westchester County Club. Insurance will be submitted.

6. Request by Chief of Police, John T. Vasta, to approve the contract with New York State DMV (Governor’s Traffic Safety Committee) the NYSGTSC (PTS-2026-Harrison Town PD-00152-060) and the Town of Harrison’s Police Department Traffic Services Program. The Harrison Police Department has been awarded a total of $15,168 to participate in the statewide Police Traffic Services Program. The goal is to increase seat belt usage and reduce dangerous driving behaviors in an effort to reduce serious injury and death from traffic crashes. Further request for the Supervisor to sign said agreement after the review and approval by the Law Department.

7. Request by Superintendent of Recreation, Gerry Salvo, to approve the contract between Special FX Wizard Inc. and the Town/Village of Harrison, for the Fireworks display on October 11, 2025, with a rain date of October 12, 2025. The contract is in the amount of $12,000,00. Funds are this are available in budget line 001-7550-100-0407 Celebrations Special Services. Further request for the Law Department to review said contract and for the Purchasing Department to issue a purchase order to Special FX Wizard Inc., in the amount of $12,000.00.

8. Request by Director of Community Services, Catherine Tammaro, to approve the agreement with Feeding Westchester and the Harrison Food pantry for an additional one-year term beginning July 1, 2025 through June 30, 2026.

9. Request by Westchester Country Club, to grant permission to Special FX, Inc., to perform fireworks display on the grounds of Westchester Country Club on the evening of October 10, 2025 during a private wedding reception. The display will be shown from an open area on the south course across from the main terrace. This is a private display and not open to the public. Insurance will be submitted.

10.  Request by Town Attorney, Andrea C. Rendo, for the Town Board, as Lead Agency, to adopt and file a Negative Declaration and Determination of Significance in connection with the Proposed Local Law Amending Chapter 235, entitled “Zoning” by repealing Local Laws No. 7 and 8 of 2023 which created the GC-RF District.

11. Request by Director of Community Services, Catherine Tammaro, to approve the Veterans Appreciation Program. This program will recognize Harrison-based businesses that offer special discounts or services to veterans and their families that will be posted on the town’s website.

12. Request by Deputy Supervisor Brown, to renew the moratorium for Battery Energy Storage Systems for 6 months.

13. Request by Deputy Supervisor Brown, to accept the proposed 2026 Harrison Meadows Country Club fees.

1. Public Hearing regarding the proposed Local Law repealing Local Laws No. 7 and 8 of 2023, which created the General Commercial-Residential Floodplain (GC-RF) District.
