RE: THE ANNUAL MS4 STORMWATER REPORT

FOR YEAR ENDING MARCH 9, 2014

 

A.  REPORT FROM SUPERVISOR BELMONT ON DECISIONS MADE AFTER THE TOWN BOARD RECONVENED FROM EXECUTIVE SESSION ON MARCH 6, 2014

 

1.Authorization to appoint Lyndon Camley, on a probational basis, to the position of Assistant Building Inspector, Grade X, Step I, at an annual salary of $56,761, effective March 17, 2014.

 

2.Authorization to appoint Joseph Mazzullo Jr. to the position of part time Intermediate Clerk in the Police Department at an hourly rate of $25.00, effective March 1, 2014.

 

3.Authorization to raise the cap on legal fees to $150,000 in the matter of Falcon Group v Town of Harrison.

 

4.Authorization to increase stipend given to the Veteran Affair’s Officer by $1,000 to cover out of pocket expenses.

10.Notification by the Supervisor of the Harrison Spring Spruce Event to be held on Saturday and Sunday – March 22nd and 23rd from 9 AM to 5 PM, rain or shine. Please join the Town/Village of Harrison by coming out to show your support in tidying up our roadways, parks, wooded areas and streams.

 

C.  PUBLIC HEARING

 

  1. PUBLIC HEARING – for the purpose of determining the amount and extent of the real property to be acquired by the Town of Harrison by easement on real property known as Block 604, Lot 33 and more commonly known as 4 Puritan Road, Rye, New York 10580. The Condemnation and easement is necessary for stormwater and drainage infrastructure improvements in the vicinity of the subject property.

 

  1. PUBLIC HEARING – Re: a Special Exception Use Permit to construct an accessory outdoor fuel cell at Morgan Stanley’s office building located at 2000 Westchester Avenue in Purchase. Planning Board approval has been granted.

 

D.  PERSONNEL

 

1.Request by Town Engineer for authorization to attend a seminar titled: Costal Construction, on Friday, April 25, 2014 in White Plains, New York, at a cost of $269.00. This is a budgeted item.

 

2.Letter of retirement from Police Officer James McQuade, effective March 31, 2014.

 

3.Request by Chief of Police Anthony Marraccini for authorization for Lieutenant Vito Castellano and Sergeant Michael DiLauria to attend the Glock Professional, Inc. Recertification Armorer’s Training Course on March 25, 2014. The course will be hosted by the Yonkers Police Department. Further, the cost of this training will be $195 per person.

 

4.Letter of appreciation from Harrison resident to Supervisor Belmont and Chief Marraccini regarding Police Officer Michael Marinelli and his recent professionalism. (No Back-up)

 

5. Letter of Retirement from Pat Galluzzo from his position of Care Taker at the West Harrison Fire Department,effective March 31, 2014.

6.Request by Town Engineer for authorization to attend a seminar titled: Low Impact Development, on Friday, May 9, 2014 in White Plains, New York, at a cost of $269.00. This is a budgeted item.

7.Request by Rosemarie Cusumano for authorization for Zoning Board Member, Ernie Fiore, to attend Westchester Municipal Planning Federation 2014 Land Use Training Institute on March 20, 2014. The cost for registration is $20.00. This is a budgeted item. 

 

E.  ACTIONS AND RESOLUTIONS

 

1.Request by Town Attorney Frank Allegretti for approval to set a date of May 1, 2014 for a Public Hearing Re: Amending Chapter 201 entitled “Streets and Sidewalks” Article III, Section 201-22, “Obstructions, prohibited, exceptions” and amending Chapter 47 entitled “Appearance Tickets”, Section 47-D. “Public servants authorized to serve appearance tickets.”

 

2.Request by Comptroller Maureen MacKenzie for approval for year end 2013 budget transfers.

 

3.Request by Comptroller Maureen MacKenzie for year end 2013 budget modifications.

 

4.Request by Director of Community Services Nina Marraccini for authorization to accept the following donations to the Harrison Food Pantry:

5.Request by Doreen Grozinger, Chairperson of the Harrison Council of the Arts, for approval to hold a reception at the Harrison Municipal Building on Sunday, April 27, 2014 from 1-3 PM, as well as a reception at the Annex building in West Harrison on Friday May 2, 2014 from 6-8 PM. The receptions will be exhibiting art and photos of the children from both Harrison Children’s Centers.

 

6.Request by the Town Engineer Michael Amodeo for approval for a Building Permit application for 79 Webster Avenue, Block 265, Lot 1, including the Town Engineer’s recommendations for the development of said property.

 

The above referenced site is located within FEMA designated flood plains. Harrison Town Code Section 235-32 B states: “All plans for buildings built in flood areas as defined above shall be transmitted to the Town Engineer for a recommendation as to the minimum floor level of the building and the final grading of the property. Such recommendation must be confirmed by a resolution of the Town Board prior to the issuance of a building permit conforming to the recommendations”.

8.Request by Town Engineer Michael Amodeo for authorization for the Purchasing Department to advertise and go to bid for the improvement project at Ma Riis Park.

9.  A.       Request by the Town Board to rescind Town Board Resolution 2013-236, dated July 18th 2013.

 

  B.      Further requested that upon the Harrison Library Foundation's receipt of a $100,000 gift from Jarden Corporation, the Community Room shall be named the "Jarden Community Room", which will be recognized with a sign at the Room's entrance.

 

10. Request by Court Clerk Jacqueline Ricciardi for approval to accept the Audit Report for year ending December 31, 2013, performed by O’Connor Davies, LLP.

 

11. Notification from Harrison Fire Department that April is recruitment month in NY State for all volunteer departments. Harrison Fire Department, Fire District 2, is hosting an open house and pasta dinner on April 26, 2014 and requests the use of the parking lot behind the firehouse and of the lower lot adjacent to Park Avenue. Further requested, for a waiver of any fee associated with this event.
