ANNOUNCEMENT OF THE 2013 CITIZEN OF THE YEAR

 

  1. REPORT FROM SUPERVISOR BELMONT ON DECISIONS MADE AFTER THE TOWN BOARD RECONVENED AFTER EXECUTIVE SESSION HELD ON SEPTEMBER 19, 2013.

    1.   Approval to reduce lien amount of $140,919.42 for Abovenet Communications which declared bankruptcy.
    2.  Settlement of claim in the matter Fameli vs. Town of Harrison.
    3.  Settlement of the following tax certiorari’s:
          ● USTA, 70 West Red Oak Lane
          ● 2900 Westchester Avenue
          ● Harrison Properties   3-5 Briga Circle
          ● Harrison Properties   6-8 Briga Circle

    5.  Authorization to raise the cap on legal fees in the matter of Gentile vs. Town of Harrison.
    6.  Authorization to raise the cap on legal fees in the matter of Triano vs. Town of Harrison.
    7.  Authorization to hire for 2013-2014, Menter Rudin Trivelpiece, PC., to handle environmental litigation matters.
    8.  Authorization to approve 207-A disability benefits for Charles Giacomo, who was injured on September 18, 2013.

B.        CORRESPONDENCE AND REPORTS:
          1.         Monthly report from the Commissioner of Public Works  August 2013.

           2.         Notification by Town Clerk Jackie Greer that she has been awarded a grant in the amount of $21,960 from the New York State Archives, a unit of the New York State Education Department. This money will be utilized to purchase a Spacesaver Mechanical Assist Mobile System to store the Building Department’s files. The new shelving will allow for a 98% increase in storage capability.

C.        PUBLIC HEARING:
            None

D.        PERSONNEL:
           1.         Request by Commissioner of Public Works Anthony Robinson for authorization to hire one (1) part time employee in the GTB division of the DPW, effective October 7, 2013 at a rate of $11 per hour. Further, funding is available in the GTB 2013 Operating Budget.

             2.         Request by the Commissioner of Public Works for authorization to hire up to fifteen (15) part time seasonal employees, effective October 7, 2013 at a rate of $11 per hour during leaf season. Further, funding is available in the Highway Operating Budget account #003-5142-100-0172.

            3.         Request by Personnel Manager Debra Scocchera for approval to increase the hourly rate of pay of part time employee Maggie Mauro, from $10 to $12 an hour effective immediately.

             4.         Request by the Personnel Manager for approval to add Kristy McKiernan to the part time availability list for Central Services at an hourly rate of $10 effective immediately.

             5.        Letter of resignation from Liz Karkoff, part time librarian, effective October 10, 2013.

ITEM: 6.        Letter of resignation from Assistant Engineer Frank Balbi, effective October 18, 2013.


       E.         ACTIONS AND RESOLUTIONS:
            1.         Request by Assessor Mark Heinbockel for approval for the Comptroller to issue a Refund of Real Property Taxes for STAR Exemption to Peter Chung in the amount of $1,007.

            2.         Request by Mark Bonistall, Chairman of PEACE OUT side Campus-The Lindsey M. Bonistall Foundation for approval for the road race timing equipment and road barricades for the 9th Annual 5K Lindsey Run/Walk at Purchase College on Sunday, October 27, 2013. Check-in time is 8:15am; run/walk start time is 9:15am. (No back up)

           3.         Request by Director of Community Services Nina Marraccini for authorization to accept the following donations for the Harrison Food Pantry:
                        ▪ $200 from Pamela and John Stockton in memory of Grace Cannella.
                        ▪ $200 from Tom and Georgia Riedel in memory of Grace Cannella.
                        ▪ $250 from Frank Longo

  
           4a.       Request by Comptroller Maureen MacKenzie for approval for a budget modification.

           4b.       Request by the Comptroller for approval for a budget transfer.

             5.         Request by Anthony Colavita, Supervisor of Eastchester, for authorization to use the Town of Harrison’s Showmobile on October 21, 2013 at no additional cost to the town.  Supervisor Colavita will provide a certificate of insurance. (No back up)

            6.         Request by Leslie Snyder, Attorney with the firm of Snyder & Snyder, on behalf of their client Aron J. Ponticelli and Robin Quittell-Ponticelli, to set the date of October 16, 2013 to hold a Public Hearing for a Special Exception Use Permit for a proposed guest facility at 8 Lincoln Lane, Harrison, NY.

             7.         Request by Court Clerk Jacqueline Ricciardi for authorization to apply for a grant up to the amount of $30,000 from the 2013 Justice Court Assistance Program to be used to purchase new computers for the Court Clerk’s office as well as various security improvements.

            8.         Request by Comptroller Maureen MacKenzie for approval for a budget modification in connection with the Bid Award (V-E-5a&b) for the portion of the Sidewalks being funded by the Highway Fund. (No back up)
