  1. REPORT FROM SUPERVISOR BELMONT ON DECISIONS MADE

FOLLOWING TOWN BOARD MEETING HELD ON OCTOBER 18, 2017. 1.  

 

1.   Authorization to settle the claim in the matter of DiLauria v Town of Harrison in the amount of $979.80, subject to claimant signing a general release.

  1. PERSONNEL

 

1.   Request by Personnel Manager, Debra Scocchera, to accept a letter of resignation from Edward G. DiBuono, Jr. from his position of Part-time Intermediate Clerk, effective October 17, 2017.

 

2.   Request by Library Director, Galina Chernykh, to accept a letter of resignation from Cara Gonnella from her position of Library Page, effective October 23, 2017.

3.   Request by Personnel Manager, Debra Scocchera, for approval to hire Richard DiBiccari as a School Crossing Guard at an hourly rate of $20.70, as per The CSEA Crossing Guard Collective Bargaining Unit Contract, effective immediately. All Civil Service application and paperwork has been approved by Westchester County Department of Human Resources.

  1. ACTIONS AND RESOLUTION

                                         

1.   Request by Town Engineer, Michael Amodeo, for authorization for the Supervisor to execute the Federal-Aid Local Project Agreement between the Town of Harrison and the NYS Department of Transportation. This grant has been granted for work associated with the pedestrian improvements at Ma Riis Park. Further request to approve the resolution that is part of the agreement.   

                       

2.   Request by Town Attorney, Frank Allegretti, for authorization to approve payment to Richard and Roberta Smithline, owners of 4 Puritan Road in the amount of $26,000.00. Funds for this purchase are available in the Town Contingency Budget Line 001-1900-100-4490 and will be transferred to Purchase Property Budget Line 001-1900-100-4476. The payment is necessary under the Eminent Domain Procedure Law due to the Town’s acquisition of a 20’ wide easement for the purpose of completing a stormwater drainage infrastructure project in the area of Puritan Road and Pilgrim Road.

 

3.   Request by Seth Mandelbaum of McCullough, Goldberger, & Staudt, LLP, for approval of a ninety day extension, until February 17, 2018, for 106/108/110 Corporate Park Drive (Wegmans).

 

4.   Request by Director of Community Services, Nina Marraccini, for approval to accept the following donations to the Harrison Food Pantry:

            $2,000 from an anonymous donor

            $50 from Susan Candido

            $25 from Dolores Ballasedis

            $25 from Nihad Bshrat

      Further request, approval to accept the grant awarded by the Hunger Prevention and Nutrition Assistance Program in the amount of $4,600.00 to be used toward the purchase of food through the Food Bank for Westchester.

 

5.   Request to schedule a public hearing for the December 7, 2017 Town Board Meeting for a Special Exception Use Application for the parcel B office building located at 100 Manttanville Road.

 

6.   Request by Comptroller, Maureen MacKenzie, for authorization to approve the Service Fee Agreement with Penflex Inc. for the actuarial and administration services they provide in connection with the LOSAP plan of Fire District #1 at a cost of $5,200, plus an additional $1,245 for the completion of the LOSAP audit package and GASB 73 package. The agreement has been reviewed by the law department and found to be in order. This is a budgeted item that will be paid from budget line #010-9000-100-0825. Further request the Supervisor as Chairperson of the Board of Fire Commissioners to execute the agreement.

 

7.   Request by Receiver of Taxes, Nancy Masi, for authorization of the transfer of water rent arrears from WJWW in the amount of $237,569.92 to the 2017 Tax Roll and the 2018 Town/Village Tax Bills of the corresponding properties.

 

8.   Request by Peter Wise of the Law Firm of DelBello Donnellan Weingarten Wise Wiederkehr, LLP, on behalf of Harrison Station Transit Oriented Development: Section 19, Block 182, Lots 12 and 15 (AvalonBay Communities, Inc.) to refer proposed amendments to the Zoning Ordinance and Zoning Map to the Planning Board for review and recommendations. Further request to schedule a public hearing for the December 7, 2017 Town Board Meeting regarding the amendments, subject to your receipt of the Planning Board’s recommendation.
