A. REPORT FROM SUPERVISOR DIONISIO ON DECISIONS MADE FOLLOWING TOWN BOARD MEETING HELD ON AUGUST 18, 2022

1. Authorization to hire Michelle Cusumano as a Consultant in the Supervisor/Mayor’s Office at a Consultant Agreement rate of $36,400 effective August 1, 2022.

2. Authorization to hire Alfred V. Carlsson as a Consultant in the Engineering Department at a Consultant Agreement rate of $55,000 effective August 22, 2022.

3. Authorization to raise cap for Litigation Support Consultant David Steinmetz to $25,000.

D. PERSONNEL

1. Request by, Personnel Manager, to hire Emily Freeman as a Part-Time, Intermediate Clerk, in the Engineering Department, effective August 22, 2022, at $20.00 hourly rate of pay. Hours worked will not exceed 17.50 per week.

E. ACTIONS AND RESOLUTION

1. Superintendent of Recreation, Gerry Salvo, would like to announce the annual “It’s Great to Live in Harrison/Columbus Day” Observance.

  • Block Party – Concert & Fireworks 7:00 pm at West Harrison Fire Department on Saturday, October 8, 2022.
  • Open House from 10:00 am – 2:00 pm at Harrison Police Headquarters and Car Show/Music from 10:00 am – 4:00 pm at West Harrison Business District on Sunday October 9, 2022.
  • Parade at 10:00 am with Festival to follow at Ma Riis Park immediately after parade on October 10, 2022.

2. Request by, Comptroller, Maureen MacKenzie, for purchasing employee, Gail Frohlich, to attend the New York State Association of Municipal Purchasing Officials (SAMPO) annual conference in Albany, NY from October 4, 2022 to October 7, 2022. The cost is not to exceed $1,000.00. Funds are available in budget line Travel and Conference 001-1345-100-0406.

3. Request by, Comptroller, Maureen MacKenzie, to appropriate fund balance within the Sewer Maintenance Fund and transfer to Sewer Maintenance/Maintenance of System budget line to cover the cost of emergency sewer repair at Stratford Road and Muchmore Road. The job has been completed.

4. Request by, Library Director, to approve resignation of the Part-Time Library Page Jennifer Rodriguez effective August 27, 2022.

5. Request by, Comptroller, Maureen MacKenzie, for approval of Intermunicipal Agreement between the Town of Harrison and the County of Westchester. The agreement is necessary in order for us to receive reimbursement from the County in the amount of $4,649 on behalf of the Harrison Youth Council. The agreement has also been reviewed by the Law Department and found to be in order.

6. Request by, Building Inspector, Rocco Germani, to reimburse tuition for Suzanne Fuller totaling $1,896.50.

8. Request by, Comptroller, Maureen MacKenzie, to transfer available funds within the Building Department Salaries budget line to the Building Department Other Equipment line to cover the cost of a new range of fixed shelving within the Building Department records storage.

10. Request by, Harrison Resident, Sarah Nardis, to hold a Fall Block Party for friends and neighbors surrounding Glen Park Road on October 8, 2022 with a rain date of October 9, 2022 between Scott Lane and Scott Circle from 2:00 PM through 7:00 PM. Insurance will be submitted.

11. Request by, Chief of Police, John T. Vasta, for one department member attend the Law Enforcement Use of Force Summit. This training will be held on November 28, 2022 through December 1, 2022 in Uncasville, Connecticut. The cost of this course should not exceed $1,971.05. This is a budgeted item and funds are available in the Schooling Budget Line #001-3120-100-0415.

12. Determination of findings for the amount and extent of real property to be acquired by the Town by condemnation on real property known as Block 131, Lot 52 and more commonly known as 226 Fremont Street.
